Once you have a powerful Brennan Rifle (and the Sinful Butterfly for Quiet), use it to kill the Skulls. It’ll take about 4-5 point blank shots to kill them. Alternatively, you can use sleep grenades. The Skulls have a lot of stamina so you may burn through a bunch of sleep grenades before they drop.
